Our Pre-Placement Services are focused on supporting families in crisis and preventing the need for children to enter out-of-home care. Through our Family Maintenance Units, we provide structured case management and direct services to intact families identified as being at risk. With a goal to resolve the issues that compromise child safety, we develop individualized case plans and facilitate Team Decision Meetings that bring together families, social workers, and community partners. Services include referrals for substance abuse treatment, counseling for domestic and sexual abuse, support for behavioral challenges, and parenting education. These supports are delivered through both voluntary contract cases—where families agree to a case plan lasting 90 days to one year—and court-ordered cases that allow children to remain safely at home under specific conditions. Additionally, our Family Unification Program (FUP), in partnership with the Housing Authority, assists families in securing stable housing to prevent child removal or to expedite reunification. By addressing root causes and offering targeted support, our Pre-Placement Services aim to keep families together, safe, and supported within their communities.

Our Family Resource Services are delivered through the Resource Family Approval (RFA) Program—a unified, child-centered, and family-friendly process designed to prepare and support families who wish to provide full-time care for children in need. Whether you're a relative, extended family member, or a compassionate individual from the community, the RFA Program offers a streamlined path to becoming an approved resource family. Once approved, families are eligible to offer foster care, legal guardianship, or even adoption for children, youth, and non-minor dependents (ages 18–21) under juvenile court or child welfare supervision. This approach replaces multiple outdated systems with a comprehensive and supportive process, ensuring that each child is placed in a stable, loving, and culturally sensitive home. Our commitment is to empower resource families with the tools, training, and ongoing guidance they need to provide safe and nurturing environments where children and youth can heal, grow, and thrive.
